Urban Estates Department was established in 1962 for planned development of cities in Haryana.[1] Due to lack of co-ordination between Urban Estates Department and other departments of the Government of Haryana, the growth of estates started slowing down.[1] Therefore, in 1977, Haryana Urban Development Authority was established under Haryana Urban Development Authority Act, 1977 and all the individual departments involved into planning were merged into it.[1]

The authority has divided the districts of Haryana into five divisions or zones.[1]
